when the right time to sell house

I would encourage people just to sell the house. But of course there are rules.

Interest rate mortgage (home loan) down!. Lately a bit much to encourage people to buy property. Not to mention, is the greater impetus with the billboard-billboard on the street who mentions offers from the property they sell.
